There is a big difference between a recurrence of a claim and a request for further allowance of a consequential condition.

There is a big difference between a recurrence of a claim and a request for further allowance of a consequential condition.  OWCP uses the same form for both types of request.  OWCP uses a CA-2A.  It mystifies me why they do not have two different forms.  The use of the wrong form could cause your case to be denied.
