When two examining physicians have different findings, the claimant is entitled to a third impartial medical specialist exam. The District Medical Advisor (DMA) for OWCP cannot “pick and choose” his/her favorite report. A conflict is a conflict to be resolved by an Independent Medical Specialist (IME).
