In many instances, OWCP will try to decide a claim without reference to previous claims involving the same of similar injuries.  ECAB in the case of B.H. and the Post Office, April 8 2015 Dockett 14-1788, has made it very clear that this is not proper.   A full and fair adjudication requires OWCP to review all of the claims where there are similar injuries..
